The British Dominion possessions North, South and Central America are to be united into a Commonwealth named British America. This is th e latest development of the union begun Iby the Canadian Federation in 1867. of British possessions in America attended a conference at Ottawa last year, when a iw'c agreement was made. It is planned to con vert this agreement into a political union. ALLIED DEBTS TO AMERICA. WASHINGTON, May 24. The 17.5.
