U.S. ULTIMATUM TO PANAMA NEW YORK, Mav a.
The U.S. .State Department has sent a viitual ultimatum to Panama, stating that unless the latter takes steps within a reasonable time, the United States will find itself compelled to see the White Award is carried out.

The “Chicago Tribune’s” Tokio correspondent interviewed Professor Matsunaini, Japan’s foremost authority on international law. who said:—“Not content with the possession of Guam, Hawaii, and the Philippines, America annexed some Russian territory. What do American activities in Siberia before and after the war mean, if she has no ambition to seize any Asiatic section of Russian territory. America is blinded by an insatiable thirst for other territories. America is wedded to the doctrine that might makes right. I am one of those who believe that Japan should arm to the limit of its capacity. President. Harding lias declared his opposition to limited armament. Therefore, bis attitude must be followed by the Japanese.”
