Briand, French Premier, in an interview, said: “We shall seize Germany’s assets, which, with the whole j economic resources of' her Empire, shall be a guarantee of payment of her debt. “Germany, by insidious propaganda, has endeavoured to dissolve the friend- , ship, between the Allies in the hope of delaying payments. France is resolutely determined to compel observance of the Versailles Treaty. France is determined to act without brutality or haste, but also without weakness.” 1 GERMANY’S NEW NOTE. LONDON, April 23. Germany’s new Note to the Allies reaffirms in fuller detail Germany’s proposals for the reconstruction of the dovastated regions of France and Belgium. She offers all the necessary equipment for the preparation of building material, and is prepared to immediately 25,000 wooden houses tjo relieve urgent needs, and also to furnish them ; while individual citizens can place orders with German contractors, who will be paid by the German Government. PARIS, April 22. The Allied Reparations Commission have fixed the cases and amounts owed by Germany for damage to buildings and property. The amount due to smaller Powers on this score will he settled to-morrow. The Commission’s work is almost completed. ! GERMAN GENERAL ARRESTED. WARSAW, April 23. Allied authorities have arrested General von Arnein for being in possession of false identity papers. He was engaged on an inspection of various military organisations. During the war he commanded the Fourth German Army.
VATICAN’S ACTION. * ROME, April 22. High Vatican authorities state that the Vatican has transmitted Germany’s , new reparations proposals to America. It is pointed out, however, that the Holy See has in this matter acted merely as the transmitting agent, in view of the fact that as Germany and America theoretically remain as at war, it has been necessary to select a neutral agent.
