—' * TUESDAY, APRIL 12th. The Council met at 2.10 p.m. Present :—Messrs 13. Ward, J. Ritchie, L. A. Wells, W. H. Chinn, L. H. Morel, T..W. Duff, T. R. Chestennan, and J. A. Murdoch (County Chairman) The minutes were confirmed and outward correspondence approved. IN AVAR I) CORRESPONDENCE. From Mrs T. Y. Byrne, Dcvonport, tendering thanks for kind expressions of sympathy in recent bereavement. —Received. From Treasury, notifying remittance; to the credit of the County Fund Account. —Received.

From Prime Minister, stating tha - the representations in regard to tlm. Grey mouth Harbor Commission would be taken into consideration. —Received. From Minister of Puhh, Works, acknowledging application for gra.it o; L 1.000 to widen Waitaha Settlement road.—Received. From Minister of Mines, declining application for subsidy- lor tail race i' - oni 11. A. Rlackmini.— Received.

From Department of Internal Affairs,; certifying to final payment of subsidy on Prince of AY ales accounts —Received. Mr Ward moved that a letter of thanks be sent to Mr Seddon for his kind offices in connection with the obtaining, of the subsidy.—Seconded by Mr Morel and carried.

From Commissioner of Crown Lands,, and Warden, referring Council to head; office for particulars of royalties derived from Midland railway reserva-j lions.—Received. From P. Fraser. M.P.. and Director of Forestry, acknowledging copy of report on forestry matters in Westland. —Received.

From Rank of New Zealand, submitting form of resolution necessary to ratify continuance of bank ovcrdralt. —Received.'

-From Westland Automobile Association, asking support to proposal to place turnouts on Hokitika railway bridge for vehicle traffic. —Received ; on the motion of -Air Chesterjiian, seconded by Mr Wells, it was resolved to call the attention of the Railway Department to the necessity of laying down a planking on the outside of the rails, as the planking of the bridge was now getting verv badlv worn.

From G. W. King, resigning charge of Three Mile ferry etc.— Received. From J. D. Alc(,)uilkin and party, asking subsidy lor a prospecting tuiuiei of 1,000 feet at Belfast Terrace.—Received ; Overseer to repot l. From AY right and Quate. agreeing to contribute £4O towards cost of Harris creek bridge, Christchurch road. —R«ceived ; and offer accepted. From 11. T. Lovett. Kokatahi, asking when the panels on .Murray road were to lie removed. —Received : -Mr Morel’s report was approved. From ••Ratepayer,’' Kuitornngi. It was resolved not to receive the anonymous letter.

From Bannister and Ritchie Bros., Bruce Bay, asking out fall drain from main road he cleared.—Received; referred to Resident Engineer for attention, the road being under the charge of the Public Works Department. From Ranger Thomson, reporting on stock at large for the mouth of March. - Received. The Chairman stated that t key should take action alter ‘.‘list March. Air -Morel urged prompt action should lie taken to stop the wandering cattle as much as possible. Air Chinn gave an instance of a case ol hardship and stated that he was not in favor of taking action on the present

report. Alt Duff said that the Inspector had Leon appointed to keep the roads clear. The Chairman stated that the report showed that the appointment had already done good in keeping the road clear. He favored the knowledge of having been caught oil this occasion be allowed to go as a warning. Mr Mr Thomson was to be commended for the manner in which he was carrying out his duties. The Council ultimately agreed to allow the present report lo go as a warning, the Council to take future action as may he necessary. From Overseer Alillner, reporting on tlie difficulties of securing labor and drays; estimating the Waiinca creek bridge at £339; explaining shortage of decking for Kokatahi bridge ; outlining minor road repairs required in InterWanganui district to cost LAO in addition to using the grader; estimating repairs to Happy Valley track at Ll l; ! suggesting fresh proposals for expenditure of grant for l.a Fontaine creek drainage; reporting on piotcclion work near Schiimaker’s, Christchurch road, to cost CD, estimating cost, for minor repairs work in district; reporting Air Shingle.-:. Donoglutes, would take up Petersen road work at Mari I lari on flic 20th inst. —Received. From Roadman Nolan, report on district works and extra on Docherty’s road work.—Received. From Resident Engineer, replying that proposals lot the expenditure of grants had been referred to Head Office for consideration.— Received. From Westland Chamber of Commerce, asking Overseer Alillner prepare a design and estimate for a low-level traffic bridge at Little Wanganui with a view to convening a conference of all interested in regard to the erection of such a structure pending the main road deviation and bridge being completed. Received ; it was resolved that the request he granted. From J. Timpson. Man Man, asking a toad (Lain lie ruf along Pine Tree read, and pern-is-ion granted to erect sjij> panels on Cement lead track. —Received: the latter request was agreed to.

From Humphreys Sawmill, Ltd., asking repairs to Haul leading to Company's mill.-—Received; referred to Headman Alillner.

From Same, asking leave to construct sluice box along road lo discharge sawdust :n Section 38, .Maori reserve. —Received; request granted. Front J sis. W. Thomson, forwarding Oknrito wharfages C2 11s 6d from January to April.—Received. From Inglis Bros’ representative, forwarding particulars of trial of A.E.C. tipping lorry in AVaimea County, Alareli 31st.— Received; Mr Jackson was present and addressed the Council, who subsequently inspected the truck in operation. From Harley and Coy., Ltd., Greymouth, offering chassis for Thornycroft motor lorries; 1 toils £1,450; o-(5 tons £1.550, f.o.b. Wellington.—Received. From Overseer Alillner, reporting on

district works for past month. Received. From Roadman Nolan, supplying particulars of works'in hand. —Received. Mr Chinn raised the question of the carrying out of unauthorised work by the Roadman at AYataroa, and the action taken by Mr Chinn was approved the Chairman stating that the duty of the Roadman had been over-stepped, and authorising Air Chinn to instruct the roadman accordingly. From Okuru District Committee, notifying change in ferryman at AVaia-toto-Arawata, from 30th inst. Received. From Okuru District Committee, notifying termination of ferryman s contract. —Received. From Yaluer General, Wellington, promising information at a latei date when new valuations would be available.—Received. DEPUTATION. \lr A. H. Pilkington waited on the I Council on behalf ol -Messrs Bradley I Bros., and Araluirn river protective j works. He stated that lie had received j ;ime last meeting a notification that the Council had a document signed by one of the parties. He also asked that an amicable agreement lie come to between the Council and His clients and so save any further steps being taken. The Chairman agreed to the supply of a cei tiffed copy of the deed, and moved to that effect—Agreed to. Air AVard said the Council did not wish to injure any settler and it was purely in the public interest that the,\ desired .to protect the public road. It was agreed to visit tHo ground at a date to he arranged mutually between

tHo parties. Air A. H. Pilkington, on behall of the Westland branch of the Progress League asked for the support of members of 11 io Council in the public meeting to bo held on Saturday afternoon to further the objects of the gathering at which is proposed to form a farmers’ bureau etc. The Council promised its assistance. TREASURER’S REPORT. The Treasurer’s report (published vesterday) was read and received. ORDER PAPER. The Chairman moved: —“That the. accounts for tlie mouth ot March, |92i, as revised and recommended for payment by the Finance Committee, amounting to C 1327 16s 5d be passed for payment.”—Seconded by Air Dull and ea tried.

The Chairman moved : —“That the necessary resolution be adopted empowering the Council to borrow by way ol overdraft from the Bank of Now /■inland, such overdraft to he secured by the revenue outstanding and payable as at 31st Alareli, 1921.”—Seconded by Mr -Morel and carried. The Chairman moved: —“That the li: t of proposed new Works for Government grants as now before the Council he adopted, and application to. the various votes be forwarded to the respective Departments for consideration, and attention in due course.”— Seconded by Air Duff and carried. Mr Chinn moved:—"That the* .Minister of Public AVorks he urged to authorise the expenditure of the grant for small bridges on the main south road, labor for same being available in tlie district.”—Seconded by the Chairman and carried. Air Chinn moved:—-“That in view of the fact that the Little Waitaha will become the receiving station for stock am! goods to and from South Westland when Stuart and Chapman, Ltd., open tlm light railway extension to that point, a plan and estimate he prepared for ;i goods Gallic bridge across the Knkapolalii river connecting the main south road with the southern junction of Bold Head road.—Seconded by the Chairman and carried. Tl ic ( hairman moved that C2 be voted to provide an approach to the nurse’s cottage at AYailio.—Seconded by Mr Ward and carried. Tiio Council rose at 5.20 p.m.
