The Reparations sub-committee sent a reply to Germany, declaring that- the Reparations Com mitt e 0 had positive knowledge that Germany is in a position to pay the fifty millions due on March 23, but being desirous to carry out the treaty in a spirit of equity it had consented to consider all proposals submitted before April l, regarding payment of a portion in merchandise or otherwise. It intimated to Germany that by failure to pay she had broken her engagement and this would be reported to the Powers.
