The Soviet proposes ' to send a delegation to United States to negotiate a commercial agreement. Mr Harding sent the message to the State Department where it is being t considered, but no statement is authorised concerning United States pro Ixible action. The appeal has not created surprise, as it was expected that th c signing of the Anglo-Russian agre. - j ment would be followed immediately by a vigorous drive in United States to force recognition of the Bolshevik Co veirnment. It was formerly believed that unless Mi- Harding and Mr Hughes decided to completely reverse Mr Wilson’s Russian policy, which *'■ : now considered extremely unlikely, they would flatly reject Moscow over- ! tures. j LENIN’S CONFESSION. Several American newspapers recent]y published European despatches stating Lenin, addressing the Communistic Congress at Moscow, confessed that the Communistic experiment in Russia was a failure and without aid from capitalistic nations, Russia could not exist. • His appeal to Mr Harding is said to give colour to this rumour.
