REPARATIONS.
GERMANY,REFUSES TO PAY. ALLIED PRESIDENT’S DEMANDS. BY TELEGRAPH —PRESS ASSN., COPYB'GHT AUSTRALIAN AND N.Z. CABLE ASSOCIATION. (Received This Day at 8.30 a.m.) LONDON, March 23. The German charge d’affaires lias notified the Reparations Commission of Germany’s inability to pay the instalments of fifty million sterling due today. It is understood Germany rejected the Commission’s calculation that Germany to date had only paid four hundred millions, and maintains she has already paid the full thousand million. She also demands a convocation of experts to decide the point, meanwhile declaring in advance that she is not in a position to pay. M. Dubois ,President of the Reparations Commission, in a speech at a dinner said the amount of Germany’s debt which would be heavy, would be fixed before May. Heavy annuities were essential. The Allies must not hesitate to force Germany to make a levy on capital and have recourse to a loan. Threats would eventually force Germany to pay, provided the Allies remained united and determined.
