Lord Robert Cecil, explaining his change over, in the House of Commons, said ho was unwilling to be made a phonograph in' the Commons. Times had changed since the Conservative Party was formed, and demanded independent judgment. He favoured retrenchment and industrial co-operation among all classes. The country was not ready yet for a Labour Government, but it should be possible to form a successful government composed of moderates of all parties. The meeting enthusiastically re-affirmed confidence in Lord Robert Cecil.
