HELP FOR AUSTRIA. LONDON, March 17. The financial committee of the League of Nations is examining the Austrian proposals for loans. It is now proposed that the League shall determine the gold value of the secuiitj which could be approved under the Tormeulon scheme, and which the Austrian Government is able to pledge, such as customs revenue, and tobacco monopoly. The League will then issue a Tori meulon bond against these assets. The Allies promise Austria more coal. FRANCO-BRITISH CONVENTION. LONDON, March 17. The Franco-British convention dealing with boundaries of Syria, cabled on December 22nd, has been tabled. It provides that all disputes be referred to the Council of the League of Nations, whose decision shall be final.
