DUNEDIN, March 17
The New Zealand Federation of hoot trades dispute, and application for Dominion award was recently heard in Auckland. The Arbitration Court has been unable to fix new rates of wages. In referring the matter back to the parties for a conference, the Court filed a memorandum which says, in the absence of any suggested scheme of classification it has found it impossible to arrive at a conclusion without doing injustice to employers, or highly skilled workers owing to the high basic wage fixed for all workers. Employers must suffer through paying that rate to less skilled workers and if a low , basic fate were fixed for all workers, highly skilled workers would not receive fair treatment. The memorandum adds that in view of the pressure of competition from outside New Zealand, it appears to b ( > highly desirable that it serious attempt be made to stabilise conditions on a scientific, equitable basis, and suggests ns a basis for discussion at the conference the study of j the classification of the boot mnnn- ; factoring industry prepared l>,v the I Efficiency Board in 1917.
