land’s history up to the present small detachments "of the military have been on guard at the gates .of Government House, Wellington, whenever the King’s representative lias been in residence there. His Excellency the Go-vernor-General, Admiral Lord Jellicoe, ill pursuance of his policy ot doing away with a great deal of the ceremonial attached to his office, has dispensed with a military guard, and in future the work of guarding the Vice-Regal portals will form part of the duties of the civil police. So bookmaking and racing go on, as if everything was right and proper, but the community pays and the weak ones suffer.” Old Parliamentarians were properly shocked yesterday when the new Ser-geant-at-Arms with a startling disregard of procedure and Parliamentary usage took on himself to announce in stentorian tones the arrival of the Usher of the Black Rod with a message from his' Excellency the Governor-Gen-eral (says Friday’s “Dominion”). The sergeant being a man of stalwart proportions, quite obscured the Usher of the Black Rod as he strode up the gangway, tho dignified officer of the Upper Chamber sinking into comparative insignificance. What staggered the older members, however, in connexion with the unwonted innovation of the Sergeant-at-Arms was that that functionary is not permitted to speak on the floor of the House. It is true that each day at the opening of proceedings he does announce the arrival of “Mr Speaker,” but he does so from a por- , tion of the Chamber which, under the peculiar usage -of Parliamentary etiquette, is not considered a portion of the House. In bygone days when Par- J liamentary forms and’ procedure were | jealously cherished, the ceremonial of the summons of the Usher of the Black Rod to members to attend his Excellency in “another place” was treated with respectful solemnity.
