Advices received in official circles indicate that the Netherlands have now become a party to the Yap controversy. One cable line connects Menade in the Dutch East Indies, with Yap, and Holland is reported to have addressed a request to Japan asking for possession of this cable. It is understood Japan has replied proposing joint ownership, but Holland has reiterated her request for outright exclusive possession. The International Communications Conference will probably settle the entire matter. It is understood Japan objects to fhn association of the controversy concerning Yap with the question of the distribution of cables. It is believed she will insist that, any new modus operandi which th e communications' conference may agree upon should be applied only to cables. The American contention has been that both questions should lie do -i-VI by the conference. It appears that every Government ex cept the Japanese is now‘pledged fo proceed forthwith to an agreement governing either the distribution of cables ir the negotiations for a new modus vi-
