HOKITIKA BOROUGH COUNCIL.

FRIDAY, FEBRUARY 18th

The Council met at 8 p.m. Present —Messrs G. A. Perry (Mayor), Coulson, Blank, Thompson, Wood, Parkkill, J. King, Warren, F. McGregor, Breeze. The minutes wer e confirmed and outward correspondence approved. Dr Telford, Health Officer for Canterbury Westland district waited on the

Council to explain matters in connection with amending Public Health Act, passed last session. After reading out some of the clauses specially referring to the work of inspectors under the Act, Dr Telford said the Department were in favor ol the local bodies delegating their powers to the District Health Officer. Most of the local bodies wfc're delegating their powers as far as infectious diseases wer c concerned. They desired to have the [towers delegated under the infectious disease clauses and sanitary inspection, together or for in-

fectious diseases only, as the Council may resolve. After a general discussion the Mayor thanked l)r. Telford for his attendance , and information, and he then withdrew. The Mayor said he had apt understood tile position before, hut he now saw that it was advisable to delegate their powers to tin* Health l)epartment. He moved that the Council delegate their lowers as regards infectious diseases to the Health Department. Seconded by Mr Coulson and carried, a motion carried at a previous meeting to defer consideration till a later period having first been unanimously rescinded. IN WA HD C< 111 R ESI ’ON DEN CE.

From Government Insurance Department, Wellington, notifying alterations to rates. —Received. From Grey Comity Council forwarding resolution dealing with Grey Harbor 1 Board protesting against recent Grey Harbor Amending Act; and asking for support thereto.— Received. From Minister of Labor approving of Wednesday as the half holiday.— Received.

From Blackball Picnic Committee applying for use of Cass Square to-mor-row.— Received. From Department of Internal Affairs in connection with control of cement.— Received.

From 'Westland branch of Automobile \ssoeiation thanking Council for attention given recently to streets which was much appreciated.—Received. From W. Wilson asking for drain crossing to premises Davie Street.—Re reived and request ‘‘granted. From AY. .1. Butler, applying for permission (o erect swings in Cass Square. —Received; permission granted, Mr Buflcr to be thanked for the interest In* is taking in the matter.

REPORTS. From Treasurer reporting receipts to £28!) 2s id, payments C 192 9s 9d., a debit balance of £O2B 18s 3d.—Received. From Finance Committe recommending payment ,of accounts amounting u> €O9l Is Id.—Received and adopted. From Manager of Abattoirs (Mr J. Jarman) reporting there were examined during January 21 cows, 08 bullocks, 219 sheep, 107 lambs, 4 pigs, 9 calves, condemned I cow, l heifer. Fees for period £O7 5s 0d. —Received. From Borough Inspector as follows: Since my last report, I bog to draw your attention to the fact that the water is getting away from the reservoir oil the hillside. It is also showing up in the water table at the foot of the hill to a large extent. During this dry spell, and with the above condition of the reservoir, it is only possible to hav o a reserve of about 70 to 80,000 gallons after midnight and about 50,000 gallons during the day. I might say to keep the above reserve, it. is necessary for me to ease the Town j supply down to a minimum every night.

Abattoir.—As the result of an inspection on the llth., I found the pressure at the Abattoir to lie very low. However after throughly testing the valve and various taps etc., I found (lie fire gear at. the rear of the cottage to have full pressure. The supply pipes from the valve to the building require examining, as at present there is a larger quantity of water used than under proper conditions.—Received; to he attended to.

Mr Wood referred to the fact that Mr P. R. Stewart was shortly leaving the town. Air Breeze moved that the Council convey to Air Stewart by letter the deep appreciation of the Council of-th P Council of the work dune in beautifying the town during his stay in Hokitika. Mr Breeze paid a tribute to the gentleman who had done yeoman service and was a citizen whom ho hignly esteemed and deeply regretted his approaching departure. Mr Coulson seconded the motion endorsing the appreciation of other Councillors of the splendid services given so freely in the heautifying of Alacandrew Square. He knew it was a labor of love, but the Council should mark their appreciation of such good work. The Mayor heartily supported, and the motion was agreed to oil the voices. Air Blank stated that the chain on the Pioneers ARmorial had been bioken and urged that stops should he taken to prevent a recurrence. After diseusison it was resolved on the motion of Messrs Coulson and Breeze, to draw the. attention of the police and to offer a reward for the conviction of any person found damaging the Borough property. The Council adjourned 9.30 p.m.
