Following conferences between Cabinet and the master builders, it is understood the dilution of labor will be referred to a Reconstruction Committee representing jtlie 'employers and operatives to which employers are submitting an alternative scheme, providing for graduation of labourers to skilled workers. Operatives fear the new sliding scale of reductions, and employers anticipate a slump owing to labour shortage.
