A conference of International bankers, except America, which has not y*t replied, will assemble in Paris dining the week end to discuss Loucheur’s plan to help Austria. Loucheur suggests the creation of an international corporation, and each participating country to . advance thirty million francs. SWITZERLAND NON-MILITARY-(Received This Day at 9.45 a.m.) PARIS, February 7. The Federal Council declined to permit the League of Nations policing troops to traverse Switzerland to Vilna, or on any occasion. EXIT MR WILSON. WASHINGTON, February 7. > President Wilson plans to retire to virtual seclusion, for at least .six months after the 3rd. March, taking up his residence in a Washington home which he recently bought. It is understood he does not intend to write until the end of the period of recreation, and will only see his immediate Family and closest friends. THE COMMONWEALTH LOAN SUBSTANTIAL PUBLIC SUBSCRIPTION. (Received This Day at 9.45 a.m.) LONDON, FeUruary 8. The public subscribed forty-five ixr cent of the Commonwealth loan. Ihe first- dealings made are at three-quar-ter per cent diecount.

"THE TIMES” SERVICE. (Received this day at 1.30 p.ra.) LONDON, Feb 8. The “Times” Berlin correspondent advises Germany to accept the invitation to participate in the London conference. Presumably negotiations will include the discuisson of counter proposal*.
