The Parliamentary Committee of the Trade Union Congress have issued the details of a Labour Party scheme for tho reforming of the budget. They consider the excess profits duty has resulted in extravagance inefficiency and a decline of initiative. A special tax on business firms was also undesirable. The Labour Party say they consider that income tax and supertax should be tbe basis of Britain’s system of direct taxation but that the exemption level should be raised. Taxes on foodstuffs should be abolished. A graduated levy on till forms of accumulated wealth should be devised, whic-i would raise at least £4,000,000,000 sterling; but persons whose possessions are below £sooo' should be exempted. A reduction of the national debt and a lesser expenditure on t.ie army and the navy are mentioned as the chief means open for retrenchment but there should lie a more generous expenditure on education, on housing, and on public health.
