FEARS OF CIVIL WAR, ROME, Feb. 3. Signor Giolitti, the Premier, replyinn in Parliament during a Home \ffairs debate, defended the Government’s policy during the occupation o the factories by the workers. Ho said it was in fact teaching the proletary that they could not tl» industries without capital. The ernment had confiscated a large quantity, of arms and ammunition that were in private possession in the disturbed areas. In those areas the upholding by the propagandists of the example of Russia Jiad greatly contributed to the discontent. The. European Governments he said were all wrong in their policy of allowing free intercourse with Russia. He said he regretted that the So- 1 cialists had not been allowed to see for themselves what a delusion Russian Bolshevsim was. They would have returned with saner ideas. Referring to the settlement of the Fiume question he caused a sensation by stating that the Government found in Fiume thirteen shiploads and many train loads of arms that were sent from Italy, thus indicating that a civil war, and perhaps another foreign war, was m the course of preparation. Count Uchida informed the Diet t-iat Japan insisted from the beginning that she is entitled to German rights and interests at Yap. He added that it was decided at Versailles to postpone consideration of the Yap question to another occasion. Recent international eommunicatons between the conference and Washington had not succeeded in reaching a decision regarding hap, and it was decided to refer the matter to the next conference. Count Uchida answering p interpolation concerning the new “gentlemen’s agreement” with United States said Japan had agreed on her honour to restrict emigration to United States. The resolution introduced by the Opposition Party to determine the attack on disarmament, (cabled on Jan. 27th,) threatens to disrupt the party. Many members agree with the proposal, hut assert that it is impracticable for Japan to curtail her military and naval pro-
grammes. The “Kumin Shinbun” points out in an article that fifty pei cent, of the National expenditure will be devoted to the Army and Navy, creating a record breaking example in the world’s history, yet Japan was unable to compete with Britain or United States.
