SHIPPING COSTS. i (Received This Day at 8 a.m.) LONDON Jan. 27 \ I Lord Incheape, in a letter to the news 1 papers, says ships are being laid up all 1 over the world, and ports are congested. Thousands of officers and seamen are unemployed, yet a commission is sitting at Brussels to consider the advisability of limiting employment to eight hours daily. Before the war the wages of a steward were 70s per month and now are £l3 15s. This did not matter much during the war, when ships were chartered by Government and the wages were a charge against the State. Now wages must be paid l out of the earnings of vessels, and the earnings won’t pay them. The thieving that goes on at sea and at the docks, is beyond anything in history. As things are we will he in pocket by discharging all our men, and laying up our ships in charge of seventy year old caretakers, and a few aged charwomen. The end will come, and eve will get back to a sound economic working basis, though that time may not be quite yet.
