WELLINGTON, Jan. 7

The following memorandum, emphasising the great need for economy in the Departmental expenditure, has been forwarded by the Prime Minister to the heads of State Departments:— "I shall be glad if you will direct the heads of departments under your control that .Departmental expenditure must he reduced as much as possible, having due regard to efficiency. "Departmental heads should he instructed, before committing the State to any abnormal expenditure, to first ascertain from the Treasury that cash can he provided without undue cost.

‘‘lt should also lie noted that the iiuaueial position in London is such that caution should he observed when placing orders beyond New Zealand, as until the balance of trade is restored, it may prove difficult to provide money in London without payment of a high rate of exchange.”
