MINISTER’S CRITICISM OF TENDER SYSTEM, nr TEEEGKAI’H —I’XtESS ASSN., COI’VItIOIIT. WELLINGTON, Dec. 21. The M mister of Education, commenting upon the increasing cost of school buildings, states that the system of tenders under which the hoards work seems to have broken down. Only one or two tenders are received, and prices, compared with board estimates, are extraordinary. He quotes the following specific cases; — Board estimate.' Tender. £I3OO £29o ° £3200 £soo ° £4OOO £SBOO In one case the Minister directed the hoard to engage a reliable foreman and undertake the work itself. Matters have reached such a state that the Government is in danger of being exploited by an inefficient system. He is calling a conference of. boards for January 25, at AVellingtoii, to see whether a more efficient and economical system cannot he devised. ,
