THE DISARMING QUESTION. BERILN, Dec. 11

A note lias been sent on the question of disarmament to the Inter-Allied Military Control Commission by Germany. She states that she has never recognised any obligations to disband her self-defence organisations, which are non-military. They are only temporary, but are necessary. The Government lias informed the Inter-Allied Commission that it cannot consent to disarm non-military and self-defence organisations because they are required to oppose internal and external Bolshevism.

COMMERCIAL FLYING. LONJDON, Dec. 11. The ‘Controller-General of Civil Aviation states that the aggregate machine mileage in commercial flying is over a million miles. Since May, 1919, the passengers carried number 32,345. Regular night flying is not attempted, but the experimental lighthouse at Croydon is successful, and others are being built. The use of wireless telephones are being extended in connection with Imperial air routes. A hew aerodrome is being built at Malta, wireless communication being assured between England and Egypt. TRADE NEGOTIATIONS. , . LONDON, Dec. 11. Mr Short (Home Minister) and M. Krassin continued their negotiations, which are believed to be progressing but there is a difference regarding the price of gold sent to England. Russia is claiming the market price, hut it is pointed out talit the Bank of England recently paid the statutory price for continental shipment.

Protests have been made against treating Russia preferentially.

CHEAPER BREAD. CAPETOWN, Decembor J2,

A curious situation has arisen in connection with large stocks of Canadian flour that are at present held by the South African Government.

There ulere negotiations with the millers to take over the flour to mix it with theirs. These have failed. Therefore the Government have now decided to sell the wheat to the public oh the grounds that, as a heavy loss is 'inevitable, which is falling on; the taxpayers, therefore the public should have the benefit of cheaper flour. The Government have also decided to arrange for the distribution of cheaper Government flour, and will he sold at a considerably lower price than that now charged.
