Taustbauan A n.z. cable association ARGENTINA’S WITHDRAWAL. (Received This Day at 10.35 a.m.) GENEVA, December 6. The President submitted Pueyrrdon’s letter to the Assembly, at the same time expressing regret at Argentine’s action. Lord Cecil regretting the attitude of Argentine, said if other delegations folloAved their example no progress could be made. The Assembly displayed no further in terest in the incident. v
Mr Branting moved that Argentine amendments lie referred to a committee dealing Avith amendments to the Covenant.
Canada? wishes to have article ton eliminated from the Covenant; Canada fought against its inclusion at Paris, but in vieAv of the Assembly decision, she Avould leave the proposal to the Amendments Committee,
The Assembly debated the report of the commission on. relations between the Council and Assembly. Lord Cecil vieAved Avith apprehension the clauee that defined what decisions oould be givem. The Council was apparently depriving the Assembly of the right of review. He contended that every matter should be subject to the Assembly-s reineiv.
M. Viviani (France) pointed out the Covenant sharply defined the powers of the Council and Assembly. He thought the latter had a right of review when a? report of the Council’s work was presented.
Mr Rowell (Canada) believed the Assembly in its general jurisdiction had superior poivers to the Council. He therefore disagreed Avith Lord Cecil’s apprehension. Eventually the report Avas adopted unaltered.
