plenary sittings resume. (Received This Day at 9.45 a.m.) GENEVA, November 30. The plenary sittings of the League ofv Nations assembly were resumed. The report of the Procedure Commission was presented.lt accepted as a guiding principle that the assembly is the sovereign, but the intermittent power of the League is the Council and the permanent power of the secretariat is the Executive organisation. It provides that the majority of members can, at any time, summon the Assembly meetings. The latter are fixed to be held annually on the first Monday in September. In reference to Overseas countries the cable is to be used to communicate matters of importance to menJbers to speak their own language, provided they at their own , expense furnish English or French translator's. PROCEDURE COMMISSION. (Received This Day at 10.40 a.m.) GENEVA, November 30. Hon. A. J. Balfour as chairman of | the Procedure Commission hoped the rules would be adopted. He urged members to discuss the subject on broad lines, and. not in a controversial spirit. He moved the adoption of the report. Count Issii (Japan) thought the annual session would impose a great hardship on delegates : from distant parts of the worljd. He had suggested a session, every two years with a special session if circumstances demanded, but he accepted the yearly session in, the spirit of conciliation, although Japanese delegates would spend a considerable time travelling backwards and forward- , ed to Europe. Ho regretted the Com- : mission had not taken measures to secure the free development of all races.

At Geneva ,the Commission decided not to accept amendments to the Covenant at present. Japan therefore has not taken any steps now, but will reserve till a more propititious time the submission of question of racial equality.

Mr Millen complimented the , Commission on its work. He recognised the difficulty of framing rules surrounding the various nationalities. There were certain divergencies between English and French texts that required close scrutiny. The motion was adopted. WASHINGTON, Nov 30.

The State Department Has announced that Mr Wilson has accepted the League of Nations invitation to act. as mediator between Turkish nationalists and Armenia.
