THE MANDATES. LONDON, Nov. 29. The Australian Press Association’s correspondent states that ■ the Committee of the International Red Cross has written to the President of the League of Nations, the limitation of aerial warfare to military objections; the interdiction of the bombing of open towns; the absolute prohibition of the use of gas;»the prohibition of the bombardment of undefended towns; and tlie.., prohibition of the deportation of civilians, populations. The Australian Press Association correspondent at Geneva reports that the Council of the League of Nations has decided that the members of the permanent Mandates Commission are to be selected for their personal merits, and also that they should not hold any office placing them in a position of dependence on their Governments. It has also been decided that international Labour organisations shall be allowed to send an expert in an advisory capacity to the Commission, when any Labour questions are being considered.. The annual reports from mandatory Powers are to be forwarded to the Commission through a duly authorised representative, who can offer any supplementary explanations if the Commission decrees them. The Commission shall examine each individual report in the presence of the mandatory’s representative, who will be freely permitted to participate in the discussions. The Commission then will forward the report,, with its own, and the mandatory’s representative’s observations to the Council of the League. The Mandatory Commission sits at Geneva. Its members are to be paid one hundred gold francs daily and their travelling expenses are to he borne- by the League.

A BLOCKADE COMMISSION. GENEVA; Nov. 29. . The League Sub-Committee on Armaments has recommended the Council to nominate an International Blockade Commission of eight members, half of them representing the States not possessing seats on the Council. The Commission is to report to the next Assembly regarding the blockade machinery. ~ .
