It is reported that Britain has approached United States concerning measures for the relief of Russian, civilian refugees from Crimea, numbering about thirty thousand in Constantinople, and neighbouring districts, which are unable to accommodate the great migration. It is believed Britain proposed the refugees should be taken to the north coast of Africa where permanent colonies may be established, on a self sustaining basis.
