Japanese newspapers report Japanese ' and American Governments have reach--7 ed an agreement on the principle concerning the exclusion of Japanese labourers from United States, but there is a disagreement regarding the methods to be employed. America is understood to be desirous that the provisions for exclusion should be embodied within a Treaty. Japan regards this procedure as humiliating, and setting a precedent which she might be forced to follow in future treaties with other powers. WASHINGTON, Nov. 14. America’s position is that the inclusion of the provision for exclusion of Japanese labourers within the treaty,would facilitate the ratification by the Senate. Japan maintains the omission of such a provision would assure greater popular support within Japan for the treaty. Mr Morris, Ambassador to Japan, declares, war between Japan and United States is unthinkable. He expressed regret for the ill considered statements which are occasionally published in both countries, suggesting the possibility of war on questions pending between both Governments because they are soluble.
