Due to threats of' another Wall Street bomb outrage, the authorities have surrounded the financial 'istrict with a cordon of police, who have been ordered not to permit any suspicious vehicles to stop within the district, and to demand credentials from all passing chauffeurs and drivers. The latter must furnish full explanations of their presence in the district. SENATE AND TREATY. (Received this day at 8 a.m.) NEW YORK, November 9. Senator Curtis (Republican Whip) and Senator Hitchcock, -agree that it is hardly likely Mr Wilson will return the Treaty to the coming session of Congress, but in the event of his so doing, the Senate will not consider it. The Senate would probably wait until Mr Harding .assumed office and then return the Treaty to him, thus giving the new President the first official opportunity to decide whether he wishes to retain any part of the League. Interviewed by the Chicago “Tribune V Tiokio Correspondent reports Count Hara said: “Before the American election, I regarded the Californian referendum as a sectional agitation which did not represent the country at large and believed that even if the law were passed it would not affect- the relations between Japan and United States. I still hold the same view.”
