[AUSTRALIAN <% N.Z. CABLE ASSOCIATION] FEDERAL PROPOSALS. SYDNEY, November 1. The Australian Labour Party has prepared a special constitution platform to bo issued for the next federal elections. It proposes to give the Commonwealth full sovereign rights and empower it to create any number of provincial legislatures as deemed necessary. Other proposals are for abolition of the Senate, the High Court to be the final Court of Appeal. Provision for an initiative and referendum, the Commonwealth to take ov<A’ ’all State tjjebts and become sole collector of revenue.

Toombs, State Superintendent of, the Strength of th e Empire Movement, stated that to poll within twenty thousand of carrying prohibition was j equivalent to giving the liquor traders notice to quit. The bowling analysis of South Australia against Victoria was—Smith four wickets for 103, Willsmore 2 for 82, Richardson 2 for 118, Whitty 1 for 103, Pritchard 1 for 17.
