Another ballot is being taken among school teachers on the grading scheme, tjiis time by the Minister of Education who in a circular memorandum addressed to graded primary school teachers says: “I am desirous of introducing legislation to provide that, subject to special provision tor positions requiring a. particular type 'of teacher, or a teacher with special qualifications duly notified, all .appointments of toacjiers should be made according to the graded list after the' next revision. The proposal' is fully set out on the ' voting paper. I am satisfied that the next revision of grading under the recently amendted regulations will effect the removal of the objections formerly made. It is intended that the legislation 1 have, in view will provide that th e whole Dominion shall he the field for promotion, instead-of the present restricted area of opportunity available in separate districts. Before taking action, I wish to know the mind of the teachers concerned. The ballot taken by the New Zealand Educational Institute was not complete enough, and the ballots taken by several education boards obscured the whole issue. Enclosed you will find a ballot paper and an addressed envelope, which is free of postage. The ballot, paper must be posted by return mail. The envelopes will be opened and the votes counted )by three scrutineers nominated by the executive of tlie New Zealand Educational Institute. The Voting will' 1 thereffejre he quite, secret.” The proposal on the ballot papers is that all appointments of teachers shall ho made by all education boards in accordance with the position of applicants on the graded list of teachers, unless an applicant is, in the opinion of the Board and the senior inspector, unsuitable for the position, provided that special provision may he made in cases where a particular type of teacher or teacher with special, qualifications is 'required.
