It says the imprisonment of British subjects, the sending of Russian troops to Persia and propaganda in Asia must end, if the trading negotiations are to be concluded. These will ib© renewed when British prisoners cross the Russian frontiers. THE POLISH GRAB. (Received tuis day at 1.30 p.m.) AVARS AW, Oct. 11. The Foreign Affairs Council adopted a resolution demanding annexation of Vilna district. Lithunian divisions of the Polish army mutined and occupied Vilna without orders. The Polish General proclaimed a new Government and announced an early plebiscite will be taken to decide the city’s future.
