The- Lithuanians are putting up a determined resistance. reparations. MOSCOW, October 10. Professor Zeidler, former head of the IVtrograd Red Cross now refugi„,r in Finland, has appealed to the American Red Cress for help for the Petrograd population which is rapidly decaying. One of the nationalised wood yards is entirely occupied m manufacturing coffins, making three thousand monthly, which is insufficient. The startling mortality is due to a starvation diet and the entire absence of fat, girng the faces- a waxlike pal lor, resembling a city of dead people. They consume enormous quantities of substitutes for tea, coffee and plain water in order to fill tlieit. stomachs and induce satiety, causing bloated distorted features and causing a dropsy puffiness. The city is indescribably filthy. The principal mortal diseases are spotted fever, typhus, dysentry, and smallpox. The hospitals -and clinics are overflowing. Th e Ministry of Health recently ordered the mobilsation of all doctors to combat disease, but as the troops are infected with spotted fever and intermittent typhus, the situation is thus complicated, ntcessitating three of the largest hospitals being devoted to the sole use of troops. Improper feeding greatly increases the mortality in hospitals. Black bread, frozen cab- I bag©, and herrings form the principal 1 diet, those very ill receiving horseflesh, beef tea; and gruel. There are no eggs or milk avilable. Doctors de- 1 el a re- that scientific life is destroyed J and it is impossible to obtain chemicals, medicines and surgical instruments. ! POLISH POSITION. Paderewski is quitting politics.
