According to thq newspaper “Epoca the mensure provides for the formation of a new Supreme Labour Council. It creates a special Technical Council of 150 members, to he composed equally of representatives of the employers and workers. It is to be possessed of legislative, as well as consulativc powers in regard both to disciplinary measures and to working conditions in the factories. - This council will adjudicate on all questions involving the relations between the employers and the employees in commerce, industry and agriculture, 1 It will also erect a. Permanent Committee to prepare and to supervise th c enforcement of labour legislation.
