(Received this day at 9.30 a.m.) A LONDON, October Reports from Moscow show the Soviet is thoroughly alarmed at the increasing desertions, from the Red Army. Drastic measures have been taken to isecure the new registration of able bodied men, with a dire threat of punishment for those who seek to evade military service. < FRENCH LABOUR. Despite the Trade Union resolution, the minority party decided to adhere to the Moscow International and carry on propaganda with the French Confederation of Labour.
