The draft agreement is kept secret but the “Times” city editor discloses that it does not provide recognition of all Russian debts; only some of them. The agreement contemplates a shipment of a certain amount of gold to London under guarantee that it will not be attached by other claimants. .The editor predicts that steps will be taken by authoratative people in the city to prevent the British Government conniving at a partial repudiation of the debt. He understands also that Cabinet is divided on the subject. LONDON, Sept. 29. The “ Daily Mail” understands the Krassin agreement provides for the release of .prisoners, cessation of propaganda, a mutual undertaking against hostile acts and recognition by the Soviet of Tsarist debts for goods supplied and services rendered. A separate treaty will be arranged dealing with other debts. It is expected negotiations will be opened soon for forma! peace.
