WELLINGTON, Sept. 28 THE COUNCIL.

The Legislative Council met at 2.30 p.m.

SHEEP RETURN,

Sir F. D. Bell tabled the sheep returns, pointing out that the number of sheep in New Zealand as compared with the previous year showed a decrease of 2,0(X),000.

The Imprest Supply Bill (No 4) received from the House, was put through all stages and passed. LEGISLATIVE COUNCIL ACT SHELVED.

When-the adjourned debate upon the Legislative Council Amendment Bill W.as called on, Sir F. Bell made a statement in which he said the Prime Minister had satisfied himself it was impossible to bring the matter before the House tbs session in time to give an opportunity for all consideration which he had promised. Sir F. D. Bell added he therefore proposed to add a new clause to the Amendment Bill. This new clause provides that notwithstanding the proclamation issued last January, the Legislative Act 1914 shall not commence on the date appointed therein. The date for its commencement will be appointed by a further proclamation. The debate was further ndjourned until to-morrow.

Further consideration of the Post and Telegraph Amendment Bill in committee was adjourned until to-morrow. The Council rose at 3.3 p.m.

THE HOUSE. The House met at 2.30 p.m. The following Bills were introduced by Governor-General’s messages and read a first time Valuation of Land Amendment; Electric Power Boards.' Amendments made in committee in the Master and Apprentice Bill were considered and adopted and the Bill read a third time and passed. The House then went into committee on the Treaties of Peace Bill which was passed without amendment. The House rose at 12.26 a.m.
