AFGHANS AND REDS. DELHI, Sept. 23,

On the report of the Emir of Bokhara had taken refuge in Shalrrasaby, Red troops marched from Bokhara and surrounded the city. No resistance was made and the town was finally entered by Bolsheviks, who on te plea of making a search for the Emir, looted the houses and wrought great havoc, burning what they were unable to carry away. These events finally induced the Afghan Government to take action against the Bolsheviks at Kabul, many arrests being made. All officials have been instructed to arrest any one of whom there is ..the slightest suspicion of being Bolshevnh—

A FAREWELL MESSAGE. DELHI, Sept.. 23

The Civil Commissioner in Mesopotamia lias issued a farewell proclamation at Baghdad. After tracing the history of British occupation, the proclamation points out that until the mandate over Mesopotamia was definitely given to Britian ,the nationalist Government, which was frankly revolutionary, fanatical and' anarchal ruled. The worst is now over and with more troops and cooler weather-there is good reason to believe the present disturbances will abate. Until this is done the constructive policy which Sir Percy Cox is undertaking, cannot be initiated.
