Edwin Fiaclier, suspected of connection in the Wall Street explosion, was brought from Ontario and taken to the local hospital for observation. The police do not believe he is connected with irthe explosion. W The Customs House being heavily guarded was the result of receipt of a warning that an attempt would be made to blow up the building. CANADIAN BYE-ELECTION. (Received this day at 9.30 a.m.) OTTAWA, Sept. 21. The first bye-election since Mr Meighon’s accession to the Premiership resulted in emphatic victories for the National Liberal and Conservative Government Party. McCurby, (Minister of Pmblic Works) and Wigmore, (Minister of Customs) were recalled over the United Farmer and Labour interests candidates.
EMPIRE EXCHANGE SYSTEM. (Received this day at 11.30 a.m.) OTTAWA, Sept. 21. F. J. Darling, of London, addressing the Congress of Chambers of Commerce at Toronto, suggested that a sound Empire Exchange system might be established by a general system of comparatively short term exchange bills against goods in transit, and an Empire bank acting as bankers. ® Empire bank would have a central office in London, and offices throughout the Empirt. Darling said if the Empire exchanges made the Empire economise, while endeavouring to supply its own wants, producing a Surplus on the balance for repayment, of ite debt to America, the advantages to all parts of the Empire would he considerable. The Congress discussed preferential trade within the Empire. All speakers favoured preference, though they pointed out many difficulties.
