A communique from Lucerne eni- ■ plinsising the Anglo-Italian complete - agreement as regards the need for the i re-establislinient of a- world-wide peace and steps of the two Governments, had taken to restore communication between Russia, and the outside world, declares Hon. Lloyd George and Signor "Giolitti hears with profound regret that the Soviet Government, despite repeated official assurances to the contrary sought to impose on Poland conditions incompatible with its national independence. The Government of Poland is based on the choice of the whole adult male population of the country, without distinction of class. This so-called civil army to be drawn from one class only which is referred to as the fourtJ' condition of the Soviet terms, is only an indirect method of organising a force to overthrow by violence this democratic constitution and substitute therefore the despotism of a privileged few, who may ha ve absorbed the doctrines of Bolshevism. If' the Soviet! Government notwithstanding the punishment which its aggression is encountering, continues the war inside Polish territory, no free Government can either acknowledge or deal with the Soviet Oligarchy. The British Italian Government is alarmed at the indefinite prolongation of the pie-.' sent state of conflict among the nations as until these conflicts cease the betterment of agriculture and industry and interchange of commodities between the different lands wherein the economic life of nations depends cannot come into .full operation. The British and Italian Governments are therefore united in urging every effort to he made to bring to a conclusion the existing conditions of strife between the nations.

Interviewed by the United Press at Lucerne, Hon Lloyd George said Britain and Italy has sent a peremptory message to the Bolsheviks, requiring tlie withdrawal of objectionable clauses in the terms offered' the Poles. The Note said the Soviet’s demand for the arming of Polish workmen was intolerable. A message from Paris states M. Millerand forwarded a Note to London declaring the Anglo-Italian Note to the Bolsheviks was contrary to France’s principles. M. Millerand desires to meet Hon Lloyd George and Signor Goilitti. ANSWER REQUIRED. 'Received this day at 9.20 a.m.) LONDON, Aug. 24. Hen A. J. Balfour notified Kameneff that a reply to the Lucerne note was required by Friday.
