There will be irritation on both sides if they are permitted to continue indefinitely, and will create an atmosphere which may lead to almost anything. No vital interest, either in Japan or in United States, is necessarily involved in the Japanese question in California. We must go straight to the root of every anti-Ja-panese and anti-American agitation with an axe of ruthfulness, publicity and education, and if both parties are determined upon a square deal, we may expect a lasting peace and friendship on the Paoffld* The Japanese delegation to the International Conference on communications has arrived at Washington. The conference will be held about the loth.
