(Receved this day at 11.30 a.m.) WASHINGTON, August 20. •According to a despatch from Tokio, the Vice Minister of Foreign Affairs, Haviliar in a speech, said it is high time for the people on both sides of the Pacific to awaken to the significance of the now era and ponder with the deadly earnestness on things concerning them jointly. There will be irritation on both sides if they are permitted to continue indefinitely, and will create an atmosphere which may lead to almost anything. No vital interest, either in Japan or in United States, is necessarily involved in the Japanese question in California. We must go straight to the root of every anti-Ja-panese and anti-American agitation with an axe of ruthfulness, publicity and education, and if both parties are determined upon a square deal, we may expect a lasting peace and friendship on the Paoffld* The Japanese delegation to the International Conference on communications has arrived at Washington. The conference will be held about the loth.

Mr Ross announced at Montreal, that Charles Nicholson has accepted a commission to design the Maple Leaf, the proposed challenger for the America Cup. The preliminary work will be carried on in England and the completion of the co'nstuction in Canada.
