Senator Marais objected to the appointment of Princo Arthur as Governor General. Hp said he should he a man in sympathy with,the strong feeling of a majority* towards independence. General Smuts replied that the appointment was made on the direct recommendation of the Union Ministry. The King acted on the direct advice. It was a complete proof of tho high status that the Union had attained. It was in the interests of the country to have a person whose social standing isolated him from party politics. In the Assembly General Smuts announced that ten million sterling belonging to non-resident and non-doml-ciled Germans was not “paid to the re—parati(fn fund, hut was taken as a Toan to "the Union for thirty years at four per cent interest. The certificates issued were not transferable, for at least five years, to prevent the proceeds reaching other than German owners.
