LONDON, July 17. The racehorse owners at Newmarket are considering methods of reducing their enormous expenses. They’ passed a resolution asking the Jockey Club to levy stakeholders’ fees, entry and weighing fees upon tlio executives of racecourses and not on owners. They also urge that stabling should be provided free. Owners have been paying £56,000 yearly in fees.

Krassin accompanied by Kamencff, President of the Moscow Soviet, and Milyliten, Chairman of the Russian Economic Council, has arrived at Reval on the way to Britain. Kameneff supersedes Krassin as head of the mission. EX-EMPRESS EUGENIE. (Received this day, at 9.30 a.m.) LONDON, July 20. The King and Queen and many Royalties attended tlie ex-Empress Eugenio’s funeral at Farnborough. Prince Victor Napoleon, and Princess Clementine were the principal mourners.
