Tlio “Morning Post’s” Washington correspondent states that before the \nglo-Japaneso Treaty is renewed, the. Premiers of the British Empire will confer, probably in Western Canada., either at Victoria or Vancouver. This is the first time the Dominions’ Premiers will he assembled at a conference outside London. It will appeal to the imagination to hold a meeting in one of the western outposts of the Empire. Hence a city in western Canada lias been selected instead of Ottawa. If circumstances permit Air Lloyd Gooigc an Lord Ciuzon will attend. Washington lias been advised of flic proposed conference, and is dhcly interested. This is owing to tho strained relations existing between Japan and the United States. These relations are not eriitcal. Indeed they may at any time give cause for grave anxiety. Dislike of the Japanese is so bitter in California that the Governor has appealed to tho President, urging the passage o fa law totally prohibiting'Japanese immigration. At the State elections to be ,lield m Noveber, Californians will vote upon a law which will practically escheat all landed property that Japanese own in California. The Japanese have protested that the proposed legsilation is discriminating. They add that Japanese pride and sejrespect cannot tolerate it. Californians, however, say it is not a racial, hut an economic question. As a matter of fact, Californian hatred of the Japanese is racial. Tho Japanese do not object to marrying certain classes ol white women, and Californians oppose the United States joining the League ol Nations on the ground that their State may lie deprived of its power to enact discriminating legislation.
