It is understood formal negotiations will begin early in July. Government is supplying,millions to prevent further bank suspensions. Conditions are improving. ITALIANS REACH TOKIO. TOKIO, May 31. Signor Mnsiero and Signor Ferrari, the Italian aviators, have (completed their long flight from Rome to Tokio. They arrived at Tokio to-day.
