' Lenin urged the necessity of increased concentration of discipline power in the hands of the Central authorities in Russia, owing to the great discontent of Labour conscripts under pressure of long hours and stringent rules. The Soviet organ “Pravtia” says Hon Lloyd George’s assertion that Russian Labour is enslaved and is merely Botirgeoise from the viewpoint f work, but really represents the essence of liberty. Iron discipline is the only means of meeting dire necessity.
LABOR IN RUSSIA. LONDON, April If. There are various reports as to t|iQ stringency of labour discipline In Russia. „ A Stockholm report says that Lenin has urged there is a necessity of inlereasedi concentration of disciplinary power in the hands of the central authorities in Russia, The report says this is needed, owing to great di-con. tent among labour conscripts under pressure of long hours and stringent rules.
The Soviet organ “Pravda” however points out that Mr Lloyd George’s re. cent assertion “that Russian labour is enslaved,” is merely the bourgeoi viewpoint. Work, it points out really represents the essence of liberty, enabling it to he conserved, and in order that all shall do their duty to liberty, an iron discipline is the neces sary means of meeting dire necessity.
SOVIET AND LABOUR, LONDON, April 11. It is reported here that the Bolshevik Congress at Moscow, in approving of compulsory labour for all, recommended, however, the maintenance of a proper ratio between those “mobilised” for this purpose and the places of concentration in relation to the size of the labour problem and the amount of essential machinery. It was recommended that the party organisation must assist the trade unions in registering qualified 1 workmen. The workers must revert to the work in which they are specialists. Personal zeal was to be regarded s one of the greatest factors in augmenting the output. It was urged that competition in labour, which would ho beneficial under the regime of nationalised industries must he powerfully encouraged by a system of premiums and by the fixing of food prices for the benefit of the diligent and conscientious workers rather than for the careless ones.

Vladivostock is now quiet. All the Russians have been disarmed. Fighting is proceeding at Kliabarosk. The Japanese have occupied all the districts between Vladivostock and Nicholaievsk.
