DEATH OF CONSTABLE. LONDON, April 10. A second Nenagh constable has succumbed and a third is dying. BRITISH RAILWAYAIEN DEAIAND. LONDON, April 10. The railwaymen have applied for an all round increase of one pound per week. Regarding the need for better increases on the sliding scale, the Executive of the National Union of Railwaymen state that general dissatisfaction with the small increase under tlie sliding scale exists. It is inadequate to meet the extra cost of living. Moreover, the Court of Enquiry with reference to the dockers recommended a minimum of 16s daily, and coalminers have been offered ft minimum increase of Is daily.

There is nothing I regret more than to read the vilifications of Eng land in American newspapers or vice versa. I venture .to say no American can appreciate all the legitimate considerations which help to mould every decision taken by Downing Street, and no Briton can claim even to have an inkling of the anxieties** which mould tiie decisions of Washington. ARSENALS FOR WORKERS. (Received tliis day, at 9.30 a.m.) ROME, April 10. Government have decided to give the Naples* and Castellamare arsenals to the workers employed there, the workers to form corporations for the purpose of running the arsenals productively.
