[PER PRESS ASSOCIATION—COPYRIGHT.i STRATFORD BY-ELECTION. STRATFORD, April 8. The by-election for the Stratford seat has now been commenced in and both candidates, Mr J. B. Hine, ex-Minister, and Mr Masters the unseated candidate, are putting every ounce of weight into the contest.
In discussing, the public works policy of the Government, Mr Hine said that tlio Cabinet before the last election , decided to proceed with a forward movement in regard to the public works of the country, and was going to carry out that policy. Ali the remissness of the past years was to be made up. He urged the adoption of the contract system in regard to public w'orks instead of the present policy. He also advocated that a system of canteens—dry canteens —should follow the public works in order that the men on the works should not bo at' the mercy of tlio storekeepers, who would charge whatever prices they liked.

The crushing returns for March for the Consolidated Group are as follows : Progress: Crushed 1270 tons, value £1352, working expenses £1734, capital £23, development £126. Blackwater: Crushed 2550 tons, value £4309 working, expenses £3539, capital £l2, shaft £466, development £340. Blackwater Mine, No 6 Level, South: 277 feet reef exposed, averaging 291 dwts. No 7 Level South : 396 feet reef, exposed averaging 32 inches, assaying 12Jdwts. No 8 Level South, 59 feet reef exposed, averaging 8 inches, nscaying 5) dwts., shaft sunk 12 feet during month ,depth below No. 9 Level, 175 ft. cutting plat. No 10 Level.
