France wili .not be responsible for possible serious consequences since she is convinced of the danger of Germany’s interven-, tion, and she hpis left nothing undone to prevent it. The authorities at Ber-| lin have broken their engagements, and. therefore must bear the responsibilityl for possible conflicts. M. Millerand is convinced that the Allies will wish to j associate themselves in any measures France may demand to assure respect for the Treaty and maintain Franco’s •safety. '
