The Republicans have expressed surprise that Hitchcock considered it possible to separate the Covenant from the Treaty apd said they would offer the Treaty terms as an amendment to Peace negotiations. Some Republicans say tbp Covenant would be rejected, since the Peace reso-
lution was only intended to declare peace between Germany and tlie United States, while the League of which Germany is not yet a member, -concerned the Allies and the United States.
