must bear the material consequences of the war, but, they should be permitted to discharge their obligations through progress, and not through their impoverishment. AMERICAN ATTITUDE. NEW YORK, March 3 The “New York Times” Washington correspondent ' says it is understood the United States’ reply to the Allies concerning the latters’ tentative olatt for a settlement of the Turkish situation will point out that the United State sees no good reason for retention of the Sultan at Constantinople, and does not believe the ejection of the Sultan will c ause a Mahommedan using. The reply further indicates Armenia should receive all the territory she can safely defend, including an outlet to the sea.
No Government, America holds, sliould have a paramount interest m the development of Turkish territory and an International Commission, with Russian representatioo un it, should administer the Straits. OFFICIAL DENIAL. (Reuter). LONDON, March 23 , It has been authoritatively stated that there,is no truth in the statement that an agreement has been concluded between Azerdaidian and Turkey; or that any neotiations have occurred in connection with such propsal. An official denial has ‘ already I cell issued in Tiflis, and Azerbaidion. A foreign Minister has stated that all rumours in this connection are devoid of foundation.

It fears German anarchy may be followed by German aggression. “Le Journal” advocates immediate inter-Allied negotiations in regard to the effectual disarmament of Germany, and an invitation to United States to participate.
