CANADIAN RATIFICATION. (Received this day at 9.20 a.m.) OTTAWA, March 17. Parliament has ratified the Bulgarian Treaty. Mr Fielding, ex-Mijiister of Finance in Sir W. Laurier’fc adinnistrntion, said during the debate, that Canada and the new national aspirations of Canada were without justification, only creating trouble between Canada and Britain, and Canada and United States.
A SUGGESTED COMPROMISE (Received this day at 9.20 a.m.) WASHINGTON, March 17
Senator Len Root drew up a new compromise which reads that it shall be the declared policy of United States that in case of freedom and peace of Europe being threatened by any power or combination of powers, that United States shall regard such a situation as of grave concern and consider vliat, : f any, action it will take. AMERICA’S INTEREST. (Received this day, at 9.30 a.m.) WASHINGTON, March 17. The Secretary for the Treasury announced that interest on United States loans to foreign Governments totalled 236,240,000 dollars, up to November, 1919, of which 105,503,000 w,as due from Britain. TURKISH TREATY. (Received this day, at 9.30 a.m.) WASHINGTON, March 16.
Tlie Allied Governments have asked United States’ to participate in the Turkish Treaty. It is believed tho Allies have submitted to United States certain tentative proposals whereby the Sultan will lie allowed to remain at Constantinople, an independent Armenia created, and International Commission of Control. It states it is not yet known whether the recent development in Cilicia will influence these proposals, hut it is understood Mr Wilson wi|l state categorically the Unjted States attitude especially on the question of the Sjultan’s remaining at Constantinople, whip]; lie is known to oppose,

The “Chicago News” Stuttgart correspondent interviewed Herr Noske, who said we are ready to take up a life or death struggle with Kapp and Luttwitz. They are. mistaken if they think we fear them. There will he hitter, bloody fighting if the next few days does not see the overthrow of the Dictatorship. The majority of the parties do not stand for a military dictatorship, backed only by a handful. While the light wing parties are now win-commit-tal, it is safe to say they would soon rally to the supoprt of Constitutional Government.
